Localism Bill - Parliamentary Briefing

The new Localism Bill is an opportunity to enshrine an effective and open system which allows communities to face up to and tackle the major challenges, as well as deliver the kind of visionary sustainable development which can help deliver a low carbon economy and better places to live. Our greatest concern is that, at present, the duty to consider climate change only applies to the preparation of LDFs and not to neighbourhood planning, nor does it make the vital link to the provisions of the Climate Change Act.

The PCCC is actively promoting two amendments which would ensure that proper consideration would be given to Climate change mitigation and adaptation in the planning process and which makes a direct link between climate and planning Acts. The Amendments have now been tabled for the Committee stage of the Bill in the House of Lords and the full details can be found in our briefing available to download here:
