TCPA/Policy Exchange Fringe Event at the RTPI Convention - Plan led or Plan Dead?  
8 - 9.30am, Friday 11th July, The Ideas Space at the Policy Exchange, 10 Storeys Gate, London SW1P 3AY
With proposals for major infrastructure projects such as power stations making their way through Parliament, airport growth determined by a White Paper and the Government promoting new Eco-towns – what ever happened to the development plan? Can plan making in the UK catch up with other priorities jockeying for attention from our elected representatives or must development be frustrated until the hundreds of missing LDFs can be produced? Can a local authority that hasn’t been able to complete a Plan, justifiably object to development? Will the changes to the process recently outlined by Government make their task any easier? Are there ways of considering major developments concurrently with preparing a Plan? Are we entering a development era in the UK characterised more by the phrase ‘plan dead’ than ‘plan led’?”

The Town and Country Planning Association and its Chair, Prof David Lock CBE have been commissioned by Communities and Local Government to carry out a study of the criteria for new eco-towns. Eco-towns are part of a continuing programme to help meet the quantity and quality of housing needed in England, in communities that are environmentally, socially and economically sustainable.
The TCPA is committed to progressing sustainable communities and recognises that the eco-towns initiative along with the Sustainable Communities Plan represents an exciting opportunity to develop genuinely sustainable communities in the Growth Points and Housing Market Renewal Pathfinder Areas of England.
The 2004 Egan Review: Skills for Sustainable Communities identified areas of weakness in the training and expertise among planners and development professionals required to realise the Government’s aspirations. Having identified the skills in need of development, the TCPA has created a high-level training programme to be delivered through an intensive, two-day short course. As an educational charity building on our heritage as the promoters of garden cities and garden suburbs one hundred years ago, the TCPA has always sought to provide expertise and advice on the making of sustainable new communities in both new and existing towns.
Leading national experts from a wide range of backgrounds and experiences will give masterclasses offering case study examples and techniques to provide a set of tools to assist professionals working in delivery agencies, local authorities, development agencies and professional consultancies, as well as elected members, in the delivery of sustainable communities.
