In the last 12 months there have been significant and rapid changes to both the policy and financial environments in which local authorities are trying to bring forward new large-scale housing developments. In this post-BREXIT environment, in which Government spending remains tightly constrained, what are the options for funding infrastructure in a timely and cost-effective way? What sort of new approaches to finance and delivery are innovative local authorities now taking? What will be the implications of the Housing White Paper and the 2017 budget for creating new communities and garden cities?
