DESCRIPTION:20-Minute Neighbourhoods – Webinar 8\n\n\n\nThe UK population is ageing. By 2040\, nearly one in seven people is projected to be aged over 75 and in some areas of England\, this age-group will make up over 25% of the local population. Concerningly\, unless we act\, many of these people will live years of their later lives in poor health. This has huge implications not only for health and social care but also for how we plan\, create and manage homes\, streets\, neighbourhoods and places. SUMMARY:Net zero buildings policies and the new Written Ministerial Statement on local energy efficiency standards (online)

SUMMARY:Neighbourhood planning and 20-minute neighbourhoods webinar
DESCRIPTION:Healthy neighbourhood plans\n\n\n\nIt is widely assumed that it is the NHS that creates good health\, and that a healthy place is one with lots of GP surgeries and hospitals. However\, evidence demonstrates that although the NHS is good at ‘mending’ people when they become ill\, the things that keep people healthy are the places and communities in which they live. In other words\, health is made at home and hospitals are for repairs. \n\n\n\nNeighbourhood plans can influence how places develop and seek to ensure that a community has good homes\, clean air\, jobs\, access to parks and green spaces\, access to healthy food and opportunities for connection with friends and neighbours. A focus on health in a neighbourhood plan is an opportunity to create places in which everyone can thrive. DESCRIPTION:Planning for flood risk in England is underpinned by a sequential\, risk-risk based approach to development. This must be informed by up to date evidence that considers all sources of flood risk\, including the current and future impacts of climate change. \n\n\n\nFlood risk assessments (FRAs) are therefore an important component of the evidence base for planning applications\, and are vital for planning officers to make an assessment of the suitability of proposals. \n\n\n\nThis webinar is aimed at planning and flood risk officers engaging with the development management function of local planning authorities. \n\n\n\nThis webinar will: \n\n\n\n\nGive an overview of the role of the flood risk assessments and when they are required;\n\n\n\nClarify roles and responsibilities for developing and reviewing FRAs for all sources of current and future flood risk;\n\n\n\nHighlight good practice in the development of FRAs and the content required; and\n\n\n\nIdentify examples of flood avoidance\, control\, mitigation\, resistance and resilience and managing residual risks.\n\n\n\n\nThe webinar will be led by Sandrine Thomas\, Flooding and Coastal Risk Management Advisor and Andrew Pattinson\, FCRM Development Planning Advisor at the Environment Agency. DESCRIPTION:20-Minute Neighbourhoods – Webinar 6\n\n\n\nIn rural areas the implementation of 20-minute neighbourhoods\, or complete\, compact and connected communities poses a different set of challenges from those typical in urban areas. Rural communities can suffer from poorer digital connectivity\, inferior public transport provision and road\, cycling and walking infrastructure\, and limited access to a variety of employment opportunities. SUMMARY:Local Authorities Leading the Way – Net Zero Planning Policy
DESCRIPTION:Join Good Homes Alliance (GHA) and Town and Country Planning Association (TCPA) for a joint online event showcasing the progressive work of Local Authorities in developing\, and successfully adopting\, net zero planning policies. \n\n\n\nWe will hear more about recent good news coming out of Bath & North East Somerset (B&NES) and Cornwall Council\, whose local plan updates have both been found sound and legally compliant by the Planning Inspectorate. Both policies set absolute energy targets for housing (energy use intensity) and seek to maximise renewable energy generation on-site. The policies use a different framework from the Building Regulations and cover both regulated and unregulated energy. \n\n\n\nThese announcements reaffirm the fact that forward-thinking councils can set their own ambitious targets that go above and beyond minimum national standards. The work at B&NES\, Cornwall\, Cambridgeshire and others will help set a precedent for other Local Authorities to follow in their footsteps and meet their climate emergency commitments. \n\n\n\nWe are also delighted to be joined by experts from the consultancies who have been supporting progressive councils in developing evidence bases to support their new policies\, and providing guidance on how to implement the policies in practice. \n\n\n\nGood Homes Alliance \n\n\n\nThis event builds upon previous GHA webinars with Bioregional\, targeted at our Local Authority Vanguard Network members\, on ‘Why we need zero carbon planning policies‘ and ‘Spatial implications of developing zero carbon local plans‘. The event also ties in with our ongoing Planning & Placemaking working group\, chaired by GHA Chair Lynne Sullivan OBE\, which has been running during 2022-23 as part of our Build Net Zero Now campaign phase two. DESCRIPTION:The TCPA and RTPI have updated their joint guidance for local authorities on planning for climate change and are launching the fourth edition at this online event. The guidance provides a summary of the legal and policy requirements for planning for climate change (both mitigation and adaptation) for plan making and development management. The guidance covers the whole of the UK and provides an introductory resource for professionals working in the planning system.   \n\n\n\nThe new edition brings the guidance up to date with recent legislative and policy changes. It reflects the current best practices to encourage local authorities to be ambitious and centre climate change in their planning decisions and strategies. The guidance will be accompanied by an online case study hub.   \n\n\n\nAt the launch we will be joined by a range of speakers who will share their reflections on the urgency and opportunities of planning for climate change in the current context\, and we will hear more about Cornwall Council’s ground-breaking Climate Emergency Development Plan Document. DESCRIPTION:The UK’s population is undergoing a massive age shift. In less than 20 years\, one in four people will be over 65. The Centre for Ageing Better’s vision is a society where everyone enjoys later life. The safety and accessibility of our homes is key to our health\, wellbeing and social connections as we grow older. \n\n\n\nAs part of their strategic partnership with the Greater Manchester Combined Authority\, the Centre for Ageing Better has partnered with Manchester School of Architecture on a new approach to understanding the housing choices of those in their 50’s and 60s. \n\n\n\nThe Rightplace research project builds on their previous work\, ‘Rightsizing: reframing the housing offer for older people’ and confirms there is a significant gap between people’s ambitions and the housing choices available to them. The research provides a fresh perspective on older people’s housing needs and choices and the potential policy options that are likely to be most effective in improving choice – both locally and nationally – to create places which support healthier and more enjoyable lives for more people.  \n\n\n\nCreating change will require collaboration from local planners and central government to housing providers and the third sector. SUMMARY:What should ‘levelling up’ mean for planning? - a panel discussion
DESCRIPTION:The consultation on the proposals for radical reform of the English planning system closed back in late October 2020. At the same time\, much of the new housing being delivered is badly designed and in places which lack the basic social infrastructure needed to make healthy and vibrant communities.  \n\n\n\nHow can we meet the shared ambition to build the number of homes we need in places we can be proud of – places that will enhance people’s health and wellbeing and help resilience to climate change?  \n\n\n\nAs communities and councils\, we have a clear choice. Do we want people to live in soulless housing estates and – as has resulted from recent changes to permitted development rules – converted flats with no windows? Or do we want our legacy to be one of quality and inclusion in communities we can all be proud of?  \n\n\n\nThe Garden City development model – a proven way of funding\, creating and maintaining successful high-quality places is an important part of the portfolio of solutions required to achieve this.  Councils are required to consider opportunities for new settlements as they consider growth options\, and the Garden City Principles remain an important hook in national policy. SUMMARY:A Peaceful Path to Real Reform: Delivering non-sectarian housing in Belfast
DESCRIPTION:Negotiating conflict within and between communities is\, in many ways\, an everyday part of planning practice around the world. However\, for planners\, campaigners and communities in Belfast\, it takes on a more pressing\, life-and-death\, significance. \n\n\n\nBelfast’s history of sectarian violence continues to weigh heavily on its shoulders. With the continued segregation of large parts of the city\, the ‘interface zones’ between communities forming flashpoints\, and stark inequalities that persist twenty years into the\, still fragile\, peace process. \n\n\n\nHuman rights organisation\, Participation and Practice of Rights (PPR)\, has been lobbying for community-led housing in some of Belfast’s most deprived conflict areas. The Town and Country Planning Association is working with them to support a wider conversation about what a non-sectarian\, community-led housing initiative would look like for the city. \n\n\n\nIn this one-off event we will hear from PPR’s Marissa McMahon\, who will discuss their campaign\, what they are trying to achieve for the community\, and the challenges they face in a city which continues to struggle with deep sectarian divisions.  There will also be the opportunity for those attending to put their questions to Marissa as a Q&A during the session. \n\n\n\nTo read more about the campaign and the TCPA’s involvement\, you can read Hugh Ellis’ blog here. \n\n\n\n\n\n\n\nAbout the speaker\, Marissa McMahon:\n\n\n\nMarissa currently works as an organiser with the Participation and Practice of Rights (a human rights-based organisation) in Belfast working on the ‘Build Homes Now’ campaign\, which aims to tackle systemic religious inequality in housing provision in the North of Ireland. \n\n\n\nMarissa has been involved in the campaign since 2009\, personally lobbying at both EU and UN level regarding catholic inequality in housing. She has studied housing inequalities with a focus on housing rights movements in South Africa\, North of Ireland and the USA using a rights-based approach.
