SUMMARY:Webinar: Launch of the TCPA and RTPI planning for climate change guide – new edition
DESCRIPTION:The TCPA and RTPI have updated their joint guidance for local authorities on planning for climate change and are launching the fourth edition at this online event. The guidance provides a summary of the legal and policy requirements for planning for climate change (both mitigation and adaptation) for plan making and development management. The guidance covers the whole of the UK and provides an introductory resource for professionals working in the planning system.   \n\n\n\nThe new edition brings the guidance up to date with recent legislative and policy changes. It reflects the current best practices to encourage local authorities to be ambitious and centre climate change in their planning decisions and strategies. The guidance will be accompanied by an online case study hub.   \n\n\n\nAt the launch we will be joined by a range of speakers who will share their reflections on the urgency and opportunities of planning for climate change in the current context\, and we will hear more about Cornwall Council’s ground-breaking Climate Emergency Development Plan Document. The TCPA will also provide an overview of the key updates to the guide.  \n\n\n\nSpeakers include:   \n\n\n\n\nJoanna Averley\, Chief Planner\, DLUHC \n\n\n\nRichard Blyth\, Head of Policy\, Practice and Research\, RTPI \n\n\n\nRobert Lacey\, Planning Policy Group Leader\, Cornwall Council  \n\n\n\nDermot Kehoe\, Director of Transition and Communications\, Flood Re \n\n\n\n\nThe guidance and the event are available at no cost thanks to support from Flood Re.  \n\n\n\nTo register for this event click here \n\n\n\nPlease note this webinar will be broadcast using Zoom software. Please make sure you have registered on the Zoom website to receive a link to the webinar. You will find the registration link in your confirmation email.  \n\n\n\nPlease also make sure your IT department will allow the use of Zoom prior to the event. SUMMARY:20-Minute Neighbourhoods: Creating Connected Places
DESCRIPTION:20-Minute Neighbourhoods – Webinar 4\n\n\n\n20-minute neighbourhoods or ‘complete\, compact and connected’ places create the conditions for people to live healthier\, more active lives. This webinar – the latest in a series of TCPA webinars about 20-minute neighbourhoods – will explore how better connections across and between neighbourhoods can be achieved in different types of places\, including traditional settlements that were designed for walking but have become car-dominated\, and post-war developments that were designed in an era when it was assumed that car-ownership would be universal. \n\n\n\nImproving the physical infrastructure of streets and increasing their connectivity is however only part of what needs to be done to encourage people to choose active travel. In addition\, people need the confidence to know that they have the ability to reach their destination safely and on time; and need support and encouragement to change deeply ingrained habits such as driving to the local shops or school. \n\n\n\nThe webinar will explore ways of supporting people to do things differently. \n\n\n\n\n\n\n\n\nRegister here\n\n\n\n\n\n\n\n\nFull programme\n\n\n\n10:00Welcome and introduction by ChairJulia ThriftDirector Healthier Place-making\, TCPA10:10The Abbey Estate regeneration project: reconnecting a post-war housing estateGlyn TullyAssociate Director\, Head of Urban Design\, Levitt Bernstein10:30Kendal Local Cycling and Walking Infrastructure Plan: improving walking and cycling routes for everyday journeys in a historic townNicola ParkerSenior Programme Manager Cycling and Walking\, Cumbria County Council10:50Q&A11:05Break11:15Wayfinding: giving people the confidence to walk by transforming perceptionsRichard SimonPartner\, Director of Planning\, Applied Information Group11:35Healthier Communities: learning from place-based built environment interventions to increase physical activityDr Katy KarampourDr Gemma BurgessCambridge Centre for Housing and Planning Research11:55Q&A12:15Active Travel England – an introductionLaurence FallonDevelopment Management Team Leader\, Active Travel England12:25Closing remarksJulia ThriftDirector Healthier Place-making\, TCPA12:30Close\n\n\n\nSupported by:\n\n\n\n \n \n \n \n \n \n \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nCover photo credit: Levitt Bernstein

SUMMARY:TCPA New Communities Group Webinar: Long-term stewardship in new communities - from vision to reality
DESCRIPTION:Interest in the concept of long-term stewardship continues to gain momentum among politicians and practitioners\, but realising the full opportunity of this ambition requires an early alignment of policy\, finance\, political will\, and the meaningful participation of local people in the process. The TCPA has produced a wealth of guidance and resources to support those interested in this task. \n\n\n\nThis webinar\, part of the TCPA New Communities Group series\, will focus on the hooks local authorities have to secure stewardship through the planning system. From Local Plan policy to Design Codes\, discussion will look at when and how to secure implementation of long-term stewardship in a new community through planning.  \n\n\n\nThe webinar will be chaired by TCPA Vice Chair Catriona Riddell\, with contributions from speakers including Katy Lock (Director of Communities\, TCPA)\, Mark Patchett (Stewardship and placemaking consultant)\, Richard Ford (Partner\, Pinsent Masons LLP)\, Philip Bowsher (Head of Environment\, Parks Trust MK)\, Robin Waddle (Business Development Director\, GreenBelt). \n\n\n\n\n\n\n\nAgenda \n\n\n\n10:00: Welcome and introduction from the ChairCatriona Riddell\, TCPA Vice Chair (confirmed) \n\n\n\n10:05: Securing stewardship through planning – legal considerationsRichard Ford\, Partner\, Pinsent Masons LLP \n\n\n\n10:15: Securing stewardship through planning – understanding levers and detailMark Patchett\, Stewardship and Placemaking Consultant \n\n\n\n10:25: Securing stewardship requirements in policy: The Plan:MKPhilip Bowsher\, Head of Environment\, The Parks Trust\, Milton Keynes \n\n\n\n10:35: Q&A \n\n\n\n10:55: Planning for stewardship at Northstowe: Reflections from a stewardship providerRobin Waddle\, Business Development Director\, GreenBelt \n\n\n\n11:05: TCPA toolkit on stewardship for new communitiesKaty Lock MRTPI\, Director – Communities & Project Delivery (FJ Osborn Fellow)\, TCPA \n\n\n\n11:15: Q&A \n\n\n\n11:30: Close \n\n\n\n\n\n\n\nThis is part of the TCPA New Communities Group programme of events. \n\n\n\n \n \n \n \n\n\n\n\n\n\nSupported by:\n\n\n\n \n \n \n \n \n \n \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nPlease select the number of tickets required before clicking ‘Get Tickets’ \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nImage by Torsten Kellermann

SUMMARY:Implementing design codes in new communities
DESCRIPTION:The Government states that well-designed places should be functional\, support mixed uses and tenures\, include successful public spaces\, be adaptable and resilient\, have a distinctive character\, be attractive\, and encourage ease of movement. To reflect the emphasis Ministers have been placing on good design in recent years\, a wealth of guidance has been published including the National Design Guide\, the National Model Design Code\, and a programme of pilots to test local design codes has been undertaken. Updates have also been made to the National Planning Policy Framework. \n\n\n\nPart of the TCPA New Communities Group series\, this webinar will be an opportunity to hear about research\, published by the Bartlett School of Planning\, about the evaluation and lessons from the first 15 local design code pilots. But it will also be a chance to hear perspectives from the private sector\, as well as local authorities\, who have been working with them to improve the quality of new communities\, and how this knowledge can be applied in other places. \n\n\n\n\n\n\n\nAgenda10:00  Welcome and introduction from the ChairCatriona Riddell\, TCPA Trustee10:05Design code pilots\, monitoring and evaluationProf. Matthew Carmona\, Professor of Planning and Urban DesignThe Bartlett School of Planning\, University College London10:20Working with design codes to create high quality communities Kevin Parker\, Group Master Planning Director\, Redrow Homes Limited10:30   Q&A    10:45Piloting design codes in PortsmouthLaura Archer\, Senior Planning Officer\, Portsmouth City Council10:55  The use of design codes at Bournville Village TrustArthur Tsang\, Director of Communities\, Bournville Village Trust11:05Q&A11:30Close\n\n\n\n\n\n\n\nThis is part of the TCPA New Communities Group programme of events. SUMMARY:20-Minute Neighbourhoods: Webinar Three
DESCRIPTION:The vital role of data in creating complete\, compact and connected places \n\n\n\n\n\n\n\n\n\nIn 2021 the TCPA published 20-Minute Neighbourhoods\, Creating Healthier\, Active\, Prosperous Communities: An Introduction for Council Planners in England. The guide made it clear that one of the first things that should be done when introducing 20-minute neighbourhoods is to gather data to inform the process and provide a baseline for later evaluation. \n\n\n\nThis webinar – the latest in a series of TCPA webinars about 20-minute neighbourhoods – will explore ways to gather baseline data to shape\, inform\, achieve\, and evaluate the implementation of 20-Minute Neighbourhoods in England. \n\n\n\nThe webinar will include an overview of available data sources and tools\, as well as presentations from two local authority areas progressing the principles of 20-minute neighbourhoods in their areas. The webinar will also include an update on development of a national tool to successfully engage with communities to deliver healthier places. \n\n\n\n\n\n\n\nAgenda10:00 WelcomeAranvir Singh Gawera\, Trustee\, TCPA and Programme Officer\, Belfast Healthy Cities10:10 TCPA 20-Minute Neighbourhood Guide and why data is so importantGemma Hyde\, Project and Policy Officer\, TCPA 10:25 Developing ‘Healthy Living Zones’Andy Lindop\, Principal Planning Officer\, Birmingham City Council10:45 Complete Communities – an example from Rochford and Southend-on-SeaJon Herbert\, Director\, Troy Planning & Design  11:05 Break (10 mins) 11:15 Welcome back  Aranvir Singh Gawera\, Chair11:20 Healthy Places Framework Andrew Netherton\, Healthy Places Programme Manager\,Office for Health Improvement and Disparities11:40 Q&A  Chaired by Aranvir Singh Gawera12:00 Close  \n\n\n\n\n\n\n\n\nRegister free via Zoom\n\n\n\n\n\n\n\n\nSupported by:

DESCRIPTION:Launch of new resource on the role of planning in flood and coastal resilience\n\n\n\nThis free event will launch the new video resource produced by the Environment Agency and Town & Country Planning Association which breaks down and explains the role of Town & Country Planning in flood and coastal resilience.   \n\n\n\nFlooding is among the most serious impacts of climate change. It has devastating and long-lasting impacts on people and their communities\, as well as major impacts on our economy. If existing development trends continue in line with projects population growth\, we expect to see a near doubling of properties in the floodplain in the next 50 years.   \n\n\n\nThe new film outlines the steps that can be taken through Town & Country planning to enable sustainable and climate resilient development. It is aimed at local planning authority officers and elected members in England\, as well as planning school students and anyone else with an interest in planning for flood risk. \n\n\n\nAgenda12:00Welcome from the ChairFiona Howie\, Chief Executive\, Town & Country Planning Association12:05Introduction to the projectJulie Foley\, Director of Flood Risk Strategy and National Adaptation\, Environment Agency12:15‘Planning for the climate emergency’ video screening12:25ResponsesAdam Gardiner\, Committee on Climate ChangeJoanna Averley\, Chief Planner\, Department for Levelling Up\, Housing and CommunitiesHannah Bartram\, Chief Executive Officer\, ADEPT13:00End\n\n\n\n\n\n\n\n\nClick here to register\n\n\n\n\n\n\n\n\nOrganised in partnership with:

SUMMARY:Creating age-friendly\, inclusive homes and communities
DESCRIPTION:The UK’s population is undergoing a massive age shift. In less than 20 years\, one in four people will be over 65. The Centre for Ageing Better’s vision is a society where everyone enjoys later life. The safety and accessibility of our homes is key to our health\, wellbeing and social connections as we grow older. \n\n\n\nAs part of their strategic partnership with the Greater Manchester Combined Authority\, the Centre for Ageing Better has partnered with Manchester School of Architecture on a new approach to understanding the housing choices of those in their 50’s and 60s. \n\n\n\nThe Rightplace research project builds on their previous work\, ‘Rightsizing: reframing the housing offer for older people’ and confirms there is a significant gap between people’s ambitions and the housing choices available to them. The research provides a fresh perspective on older people’s housing needs and choices and the potential policy options that are likely to be most effective in improving choice – both locally and nationally – to create places which support healthier and more enjoyable lives for more people.  \n\n\n\nCreating change will require collaboration from local planners and central government to housing providers and the third sector. That is why we have brought together this exciting group of speakers to highlight current inspiring approaches from across the UK\, and to collectively address the question: ‘How can we create age-friendly and inclusive homes and new communities?’. \n\n\n\nAgenda10:00WelcomeJulia Thrift\, Director\, Healthier Place-making \, TCPA10:05Introduction to the session and Ageing Better’s ambitions for age-friendly homesHolly Holder\, Deputy Director of Homes\, Centre for Ageing Better10:15The importance of planning for an ageing populationJoanna Averley\, Chief Planner Department for Levelling Up\, Housing and Communities10:25Age-friendly strategy development in regeneration of towns and citiesPaul Quinn\, Director of Regeneration\, and Sarah Mitton\, Age Friendly Communities Manager\, Clarion Housing10:40Findings and recommendations from ‘Rightplace’Dr Mark Hammond\, Senior Lecturer and Prof Stefan White\, Professor of Architecture\, Manchester School Architecture11:05Q&A11:25CloseJulia Thrift\, Director\, Healthier Place-making\, TCPA\n\n\n\n\n\n\n\n\nClick here to register free\n\n\n\n\n\n\n\n\n\n\n\n\nSupported by:

SUMMARY:What should ‘levelling up’ mean for planning? - a panel discussion
DESCRIPTION:The consultation on the proposals for radical reform of the English planning system closed back in late October 2020. Since then\, along with various hints in speeches about which elements of the proposals might be taken forward\, we have a new Secretary of State for Levelling Up\, a re-branded department and a Levelling Up White Paper.  \n\n\n\nAs Levelling Up the United Kingdom recognises\, “a strong planning system is vital to level up communities across the country and give them a say in how their land is used and where beautiful\, sustainable houses are built.” It also makes clear that\, despite the delay\, changes will be made to the planning system.  \n\n\n\nThis free to attend discussion session will consider what ‘levelling up’ should mean for planning\, if we are to secure a system that can deliver the outcomes needed for resilient and sustainable communities and the environment. \n\n\n\n\nThe session will be chaired by Fiona Howie\, TCPA Chief Executive.  \n\n\n\nAnd the virtual panel will consist of:   \n\n\n\nHugh Ellis\, Director of Policy at the TCPA Catriona Riddell\, Director of Catriona Riddell & Associates Rosie Pearson\, Chairman and one of the founders of the Community Planning Alliance Iain Painting\, Senior Partner at Barton Willmore \n\n\n\n\n\n\n\n\n\nClick here to register free

SUMMARY:Developing renewable energy in new large-scale developments
DESCRIPTION:New Communities Group Webinar\n\n\n\nIt is hard to overemphasise the degree to which climate change affects every aspect of planning for new and renewed places. Large-scale new communities offer a unique opportunity to deliver net-zero (i.e. net-zero greenhouse gas emissions) or energy positive development\, and they must cope with the impacts of changes to the global climate that have already been set in motion\, including increased risk of flooding and overheating. \n\n\n\nAs part of the TCPA New Communities Group series\, this webinar will explore how to plan for renewable energy in large-scale new communities\, and outline how they can be in line with the UK’s carbon dioxide emissions targets. We will hear from experts in the private\, public and community energy sector. \n\n\n\n10:00Welcome and introduction from the ChairHugh Ellis\, Director of Policy\, TCPA10:05The TCPA Practical Guide to Masterplanning for net-zero energyJessie Fieth\, Projects & Policy Manager\, TCPA10:15Strategic planning for energy – Local area energy plansRichard Leach\, Local Area Energy Manager\, Energy Systems Catapult10:25Planning for renewables in new large-scale developmentsRobert Shaw\, Managing Director\, Third Revolution Projects           10:35Q&A   10:50Local authority case studySpeaker tbc11:00 Community renewable opportunitiesJohn Taylor\, Energy Projects Manager\, Greater South East Energy Hub11:10Q&A11:30Close\n\n\n\n\n\n\n\nThis is a New Communities Group webinar\n\n\n\n \n \n \n \n\n\n\n\n\n\nPrices: FREE for TCPA New Communities Group (NCG) members\, £25+VAT for TCPA Members; £45+VAT for non-members. \n\n\n\nClick here to check if you qualify for the NCG or TCPA Member rate \n\n\n\nPlease note this webinar will be broadcast using Zoom software. SUMMARY:The Garden City opportunity - making it happen
DESCRIPTION:TCPA Webinar for Councillors  \n\n\n\nAcross the UK there is a chronic shortage of affordable housing\, and this housing crisis is damaging people’s life chances. At the same time\, much of the new housing being delivered is badly designed and in places which lack the basic social infrastructure needed to make healthy and vibrant communities.  \n\n\n\nHow can we meet the shared ambition to build the number of homes we need in places we can be proud of – places that will enhance people’s health and wellbeing and help resilience to climate change?  \n\n\n\nAs communities and councils\, we have a clear choice. Do we want people to live in soulless housing estates and – as has resulted from recent changes to permitted development rules – converted flats with no windows? Or do we want our legacy to be one of quality and inclusion in communities we can all be proud of?  \n\n\n\nThe Garden City development model – a proven way of funding\, creating and maintaining successful high-quality places is an important part of the portfolio of solutions required to achieve this.  Councils are required to consider opportunities for new settlements as they consider growth options\, and the Garden City Principles remain an important hook in national policy. A true ‘Garden City’ is a place created following the Garden City Principles\, but developments at any scale can benefit from using this holistic approach.   \n\n\n\nDrawing on the TCPA’s Practical Guides and ongoing research programme\, alongside experience from those planning and delivering new places\, this webinar provides an introduction to the Garden City Principles\, and outlines the key opportunities and challenges for their delivery. It will also touch on recent policy developments such as updates to National Planning Practice Guidance related to new settlements.   \n\n\n\nThis introductory session is aimed at Councillors but will be useful for anyone involved in the planning or delivery of new or renewed communities.   \n\n\n\n\n\n\n\nDraft Programme10:00Welcome and introduction from the Chair\n  \nFiona Howie\, TCPA CEO \n10:05Introduction to the Garden City opportunities and TCPA resources \n  \nKaty Lock\, Director\, Communities & Project Delivery (FJ Osborn Fellow) \n10:20The Homes England Garden Communities Programme \n  \nFionnuala Lennon\, Head of Garden Communities\, Homes England  \n10:30Q&A10:45Delivering Garden Communities\n  \nRob Smith\, Hyas Associates (invited) \n10:55Local authority case study\n  \nTBC \n11:05Q&A11:15Close\n\n\n\n\n\n\n\nWe’re grateful to the Lady Margaret Patterson Osborn Trust for supporting this event. \n\n\n\n\n\n\n\nPrices: FREE for TCPA Members; £45+vat for non-members. \n\n\n\nClick here to check if you qualify for the TCPA Member rate \n\n\n\nPlease note this webinar will be broadcast using Zoom software. SUMMARY:A Peaceful Path to Real Reform: Delivering non-sectarian housing in Belfast
DESCRIPTION:Negotiating conflict within and between communities is\, in many ways\, an everyday part of planning practice around the world. However\, for planners\, campaigners and communities in Belfast\, it takes on a more pressing\, life-and-death\, significance. \n\n\n\nBelfast’s history of sectarian violence continues to weigh heavily on its shoulders. With the continued segregation of large parts of the city\, the ‘interface zones’ between communities forming flashpoints\, and stark inequalities that persist twenty years into the\, still fragile\, peace process. \n\n\n\nHuman rights organisation\, Participation and Practice of Rights (PPR)\, has been lobbying for community-led housing in some of Belfast’s most deprived conflict areas. The Town and Country Planning Association is working with them to support a wider conversation about what a non-sectarian\, community-led housing initiative would look like for the city. \n\n\n\nIn this one-off event we will hear from PPR’s Marissa McMahon\, who will discuss their campaign\, what they are trying to achieve for the community\, and the challenges they face in a city which continues to struggle with deep sectarian divisions.  There will also be the opportunity for those attending to put their questions to Marissa as a Q&A during the session. \n\n\n\nTo read more about the campaign and the TCPA’s involvement\, you can read Hugh Ellis’ blog here. \n\n\n\n\n\n\n\nAbout the speaker\, Marissa McMahon:\n\n\n\nMarissa currently works as an organiser with the Participation and Practice of Rights (a human rights-based organisation) in Belfast working on the ‘Build Homes Now’ campaign\, which aims to tackle systemic religious inequality in housing provision in the North of Ireland. \n\n\n\nMarissa has been involved in the campaign since 2009\, personally lobbying at both EU and UN level regarding catholic inequality in housing. She has studied housing inequalities with a focus on housing rights movements in South Africa\, North of Ireland and the USA using a rights-based approach. She has produced a website www.lessonsforchange.org as a resource for housing activists. \n\n\n\n\n\n\n\nThis is a FREE event and will be held online (Zoom). To register to attend\, please complete the booking form below. You will then be sent a confirmation email with joining instructions for Zoom. \n\n\n\nBook

SUMMARY:Building resilient large scale new communities
DESCRIPTION:New Communities Group Webinar\n\n\n\nNew development must be built to withstand the challenges of climate change that will hit us over the next century. It must be designed from the outset to avoid and manage the flow of excess water and protect communities from the risks of overheating. Large-scale new development offers particular opportunities to deliver resilient communities\, including considering climate adaptation in the overall design and layout of development\, ensuring all homes are appropriately ventilated and resilient to flood risk so that future retrofitting is unnecessary and integrating green infrastructure throughout the development to provide shade to people and buildings.   \n\n\n\nThis webinar will explore the ways in which new development can be made intrinsically resilient to the impacts of climate change\, including discussing the critical importance of site selection\, the role of sustainable urban drainage systems and how to address the risk of overheating.   \n\n\n\nThe latest addition to the TCPA’s suite of practical guides for creating successful new communities will also be launched at the webinar.   \n\n\n\nProgramme10:00 Welcome and introduction from the ChairJim Davies\, Strategic Environmental Planning Lead (Climate Change Adaptation)\, Environment Programme Team\, Environment Agency; TCPA Policy Council    \nSession 1: Flooding \n10:10Flood Re and the insurance problemKatherine Greig\, Head of Transition\, Flood Re\n10:20 \nTechnical solutions and SUDS Louise Walker\, Project Manager\, CIRIA  10:35\nQ&A \n \nSession 2: Overheating \n10:50Technical overview on overheating in new buildingsGwyn Roberts\, Homes and Communities Lead\, BRE11:00 Case study – Managing overheating – policy and practiceEmma Davies\, Principal Sustainability Consultant\, Greater CambridgeShared Planning Service  11:10\nQ&A \n11:25 Launch of new Garden City climate adaptation guide  Jessie Fieth\, Projects and Policy Manager\, TCPA     11:30Close\n\n\n\nThe webinar is essential for councillors\, developers\, consultants\, business leaders\, council officers\, community groups\, architects and designers\, students and anyone who is interested in the future of design of new communities.  \n\n\n\nThis is a New Communities Group webinar.
