SUMMARY:TCPA Spring Conference
DESCRIPTION:The Heart of the Matter: the critical role of long-term stewardship in placemaking \n\n\n\n\n\nThe issue of long-term stewardship in new and renewed communities\, at all scales\, is at the heart of creating successful places that will stand the test of time. Even the most beautifully designed places with high environmental build standards will fail if arrangements are not made for their management on behalf of the community\, in perpetuity.  A core foundation of the Garden City Principles referenced in the National Planning Policy Framework\, the issue of long-term stewardship continues to gain momentum in policy and practice; it is integral to Homes England’s ‘Garden Community Qualities’\, and stewardship requirements are embedded in the ‘lifespan’ aspect of the Government’s new model design code. \n\n\n\nThe TCPA’s Heart of the Matter project has drawn together emerging lessons from places tackling the stewardship challenge on large sites\, highlighting challenges and opportunities around the alignment of policy\, finance\, public participation and governance. In this fast-moving policy environment lessons continue to emerge as places deal with the issue on their sites. \n\n\n\nThis conference will provide a forum for practical learning and knowledge exchange on long-term stewardship in new and renewed communities. It will draw on the latest learning from long-established and recently created stewardship organisations\, with insight from places implementing new models at a range of scales\, and explore some of the latest tools and technical detail to assist those tackling the stewardship challenge today. \n\n\n\nDraft Agenda:\n\n\n\nSession 1: Why is Stewardship so important?10:00REGISTRATION AND NETWORKINGTea and coffee available11:00WELCOME AND INTRODUCTION FROM THE CHAIRMary Parsons\, TCPA Chair11:05GOVERNMENT POLICY ON STEWARDSHIPThe Rt Hon Stuart Andrew MP\, Minister for Housing (invited)11:20Q&A11:30THE HEART OF THE MATTER: THE CRITICAL ROLE OF LONG-TERM STEWARDSHIP IN PLACEMAKINGKaty Lock\, Director\, Communities & Project Delivery (FJ Osborn Fellow)\, TCPA11:45LEARNING FROM THE PAST\, INFORMING THE PRESENTPete Richmond\, Chief Executive\, Bournville Village Trust 12:00Q&A12:15LUNCH AND NETWORKING\n\n\n\nSession 2: Case Studies: Stewardship in action13:15PANEL DISCUSSION AND Q&ADavid Ames\, Executive Director – Stewardship and Development\, Letchworth Garden City Heritage FoundationVictoria Miles\, Chief Executive\, Northamptonshire Community Foundation (invited)Andrew Bibby\, Trustee/Secretary\, Calder Valley Community Land Trust 14:30TEA\, COFFEE AND NETWORKING\n\n\n\nSession 3: Making it happen15:00STEWARDSHIP – THE LEGAL CONSIDERATIONSChristine de Ferrars Green\, Partner\, Mills & Reeve LLP (invited)15:15FINANCIAL IMPLICATION OF DIFFERENT STEWARDSHIP MODELSTom Dobson\, Board Director\, Quod15:30Q&A15:55CONCLUSIONS FROM THE CHAIRMary Parsons\, TCPA Chair16:00CLOSE

SUMMARY:Planning for flood risk - training for officers
DESCRIPTION:This workshop will explore the potential of the English planning system to manage the growing risk of flooding from rivers\, the sea\, ground water and surface water. It will cover both the local plan development and development management processes and look at the economic imperative to plan for flood risk\, in particular from an insurance perspective. The presentations and subsequent discussion will focus on what planning officers must do to ensure that planning decisions in their local area take full account of risk of flooding.   \n\n\n\nThis workshop is suited to planning officers working for English local authorities. Places are limited to allow participants to actively participate\, so please sign up early to avoid disappointment.  \n\n\n\nThis workshop will take place on Zoom so make sure your IT department will allow the use of Zoom. Please carry out a Test Meeting in advance to test your system compatibility\, internet connection and audio settings to ensure you will be able to participate. You can do this here. We will share the link to join the meet with participants a few days beforehand.

SUMMARY:TCPA Annual Conference: Beyond beauty: Building hope for the future
DESCRIPTION:In the context of ongoing uncertainty about next steps with the Westminster Government’s proposed radical reform of the planning system\, and following COP26\, the TCPA’s Annual Conference will consider what we need the planning system to deliver for the future\, and whether the proposed reforms will help achieve outcomes which are better for people’s health\, are democratic and will also help deliver the country’s carbon commitments.  \n\n\n\nThe TCPA has long believed the planning system can be transformational for people\, communities and the environment. It does need to be reformed and we need to get it right. But this conference will also be an opportunity to consider other changes\, outside of the statutory planning system\, that might be needed if we are to deliver places in which everyone can thrive\, including through considering examples from the devolved nations.   \n\n\n\nAgenda:\n\n\n\n\nSession 1: The politics of hope: what we need the planning system to deliver for people\, places and the environment\n10:30WELCOME AND INTRODUCTION FROM THE CHAIR\n  \nMary Parsons\, Chair\, TCPA \n10:35MAKING PLACES AND PLANNING DELIVER FOR CLIMATE\n  \nLord Deben\, Chairman of the Committee on Climate Change \n10:50Q&A11:00PANEL DISCUSSION: HOW DO WE MAKE SURE PLACES DELIVER FOR PEOPLE AND THE ENVIRONMENT?\n  \n\nLindsey Richards\, Head of Planning\, Homes England\nAndrew Taylor\, Group Planning Director\, Countryside Properties\nSarah Wilson\, Senior Design & Landscape Officer\, Leeds City Council\nRyan Walker\, The RTPI Young Planner of the Year for 2021\n\n11:30MAKING PLACES DELIVER FOR FUTURE GENERATIONS     \n  \nSophie Howe\, Future Generations Commissioner for Wales   \n11:40HOW THE PLANNING SYSTEM CAN DELIVER FOR PEOPLE\, PLACES AND THE ENVIRONMENT\n  \nHugh Ellis\, Director of Policy\, TCPA \n11:50Q&A12:00 – 13:00BREAK\n\n\n\n\nSession 2: Opportunities and barriers to transformational change\n13:00WELCOME BACK \n  \nMary Parsons\, Chair\, TCPA \n13:05\n  \n  \nPLANNING FOR PEOPLE AND PLANET: QUIETLY REVOLUTIONARY IDEAS FROM PRACTICE\n  \nFrazer Osment\, Chair\, LDA Design \n13:15MEANINGFUL ENGAGEMENT – WORKING WITH YOUNG PEOPLE \n  \nDinah Bornat RIBA\, Mayor of London Design Advocate; Director\, ZCD Architects \n13:25Q&A13:40CRANBROOK: THE OPPORTUNITIES AND CHALLENGES OF CREATING A NEW PLACE \n  \nKenji Shermer\, Urban Designer\, East Devon District Council  \n13:50LEA BRIDGE AREA FRAMEWORK: PUTTING 15 MINUTE NEIGHBOURHOOD PRINCIPLES INTO PRACTICE\n  \nErin Byrne\, Head of Area Regeneration\, London Borough of Waltham Forest \n  \n  \n14:00Q&A14:20SUMMARY AND CONCLUSIONS\n  \nMary Parsons\, Chair\, TCPA \n14:30CLOSE\n\n\n\nThe conference is essential for councillors\, developers\, consultants\, business leaders\, senior council officers\, community groups\, architects and designers\, and anyone who is interested in the future prosperity of England.   \n\n\n\nWe are grateful to LDA Design for their support of this event. \n\n\n\n\n\n\n\n\n\n\n\nPrices: £50+vat for TCPA Individual Concessionary Members (retired\, unemployed and students); £75+vat for TCPA/NCG Members; £150+vat for non-members; FREE for the first 30 TCPA Student Members\, £20+vat thereafter. \n\n\n\nPlease note this webinar will be broadcast using Zoom software. SUMMARY:The Garden City opportunity - making it happen
DESCRIPTION:TCPA Webinar for Councillors  \n\n\n\nAcross the UK there is a chronic shortage of affordable housing\, and this housing crisis is damaging people’s life chances. At the same time\, much of the new housing being delivered is badly designed and in places which lack the basic social infrastructure needed to make healthy and vibrant communities.  \n\n\n\nHow can we meet the shared ambition to build the number of homes we need in places we can be proud of – places that will enhance people’s health and wellbeing and help resilience to climate change?  \n\n\n\nAs communities and councils\, we have a clear choice. Do we want people to live in soulless housing estates and – as has resulted from recent changes to permitted development rules – converted flats with no windows? Or do we want our legacy to be one of quality and inclusion in communities we can all be proud of?  \n\n\n\nThe Garden City development model – a proven way of funding\, creating and maintaining successful high-quality places is an important part of the portfolio of solutions required to achieve this.  Councils are required to consider opportunities for new settlements as they consider growth options\, and the Garden City Principles remain an important hook in national policy. A true ‘Garden City’ is a place created following the Garden City Principles\, but developments at any scale can benefit from using this holistic approach.   \n\n\n\nDrawing on the TCPA’s Practical Guides and ongoing research programme\, alongside experience from those planning and delivering new places\, this webinar provides an introduction to the Garden City Principles\, and outlines the key opportunities and challenges for their delivery. It will also touch on recent policy developments such as updates to National Planning Practice Guidance related to new settlements.   \n\n\n\nThis introductory session is aimed at Councillors but will be useful for anyone involved in the planning or delivery of new or renewed communities.   \n\n\n\n\n\n\n\nDraft Programme10:00Welcome and introduction from the Chair\n  \nFiona Howie\, TCPA CEO \n10:05Introduction to the Garden City opportunities and TCPA resources \n  \nKaty Lock\, Director\, Communities & Project Delivery (FJ Osborn Fellow) \n10:20The Homes England Garden Communities Programme \n  \nFionnuala Lennon\, Head of Garden Communities\, Homes England  \n10:30Q&A10:45Delivering Garden Communities\n  \nRob Smith\, Hyas Associates (invited) \n10:55Local authority case study\n  \nTBC \n11:05Q&A11:15Close\n\n\n\n\n\n\n\nWe’re grateful to the Lady Margaret Patterson Osborn Trust for supporting this event. \n\n\n\n\n\n\n\nPrices: FREE for TCPA Members; £45+vat for non-members. \n\n\n\nClick here to check if you qualify for the TCPA Member rate \n\n\n\nPlease note this webinar will be broadcast using Zoom software. SUMMARY:A Peaceful Path to Real Reform: Delivering non-sectarian housing in Belfast
DESCRIPTION:Negotiating conflict within and between communities is\, in many ways\, an everyday part of planning practice around the world. However\, for planners\, campaigners and communities in Belfast\, it takes on a more pressing\, life-and-death\, significance. \n\n\n\nBelfast’s history of sectarian violence continues to weigh heavily on its shoulders. With the continued segregation of large parts of the city\, the ‘interface zones’ between communities forming flashpoints\, and stark inequalities that persist twenty years into the\, still fragile\, peace process. \n\n\n\nHuman rights organisation\, Participation and Practice of Rights (PPR)\, has been lobbying for community-led housing in some of Belfast’s most deprived conflict areas. The Town and Country Planning Association is working with them to support a wider conversation about what a non-sectarian\, community-led housing initiative would look like for the city. \n\n\n\nIn this one-off event we will hear from PPR’s Marissa McMahon\, who will discuss their campaign\, what they are trying to achieve for the community\, and the challenges they face in a city which continues to struggle with deep sectarian divisions.  There will also be the opportunity for those attending to put their questions to Marissa as a Q&A during the session. \n\n\n\nTo read more about the campaign and the TCPA’s involvement\, you can read Hugh Ellis’ blog here. \n\n\n\n\n\n\n\nAbout the speaker\, Marissa McMahon:\n\n\n\nMarissa currently works as an organiser with the Participation and Practice of Rights (a human rights-based organisation) in Belfast working on the ‘Build Homes Now’ campaign\, which aims to tackle systemic religious inequality in housing provision in the North of Ireland. \n\n\n\nMarissa has been involved in the campaign since 2009\, personally lobbying at both EU and UN level regarding catholic inequality in housing. She has studied housing inequalities with a focus on housing rights movements in South Africa\, North of Ireland and the USA using a rights-based approach. She has produced a website www.lessonsforchange.org as a resource for housing activists. \n\n\n\n\n\n\n\nThis is a FREE event and will be held online (Zoom). To register to attend\, please complete the booking form below. You will then be sent a confirmation email with joining instructions for Zoom. \n\n\n\nBook

SUMMARY:Building resilient large scale new communities
DESCRIPTION:New Communities Group Webinar\n\n\n\nNew development must be built to withstand the challenges of climate change that will hit us over the next century. It must be designed from the outset to avoid and manage the flow of excess water and protect communities from the risks of overheating. Large-scale new development offers particular opportunities to deliver resilient communities\, including considering climate adaptation in the overall design and layout of development\, ensuring all homes are appropriately ventilated and resilient to flood risk so that future retrofitting is unnecessary and integrating green infrastructure throughout the development to provide shade to people and buildings.   \n\n\n\nThis webinar will explore the ways in which new development can be made intrinsically resilient to the impacts of climate change\, including discussing the critical importance of site selection\, the role of sustainable urban drainage systems and how to address the risk of overheating.   \n\n\n\nThe latest addition to the TCPA’s suite of practical guides for creating successful new communities will also be launched at the webinar.   \n\n\n\nProgramme10:00 Welcome and introduction from the ChairJim Davies\, Strategic Environmental Planning Lead (Climate Change Adaptation)\, Environment Programme Team\, Environment Agency; TCPA Policy Council    \nSession 1: Flooding \n10:10Flood Re and the insurance problemKatherine Greig\, Head of Transition\, Flood Re\n10:20 \nTechnical solutions and SUDS Louise Walker\, Project Manager\, CIRIA  10:35\nQ&A \n \nSession 2: Overheating \n10:50Technical overview on overheating in new buildingsGwyn Roberts\, Homes and Communities Lead\, BRE11:00 Case study – Managing overheating – policy and practiceEmma Davies\, Principal Sustainability Consultant\, Greater CambridgeShared Planning Service  11:10\nQ&A \n11:25 Launch of new Garden City climate adaptation guide  Jessie Fieth\, Projects and Policy Manager\, TCPA     11:30Close\n\n\n\nThe webinar is essential for councillors\, developers\, consultants\, business leaders\, council officers\, community groups\, architects and designers\, students and anyone who is interested in the future of design of new communities.  \n\n\n\nThis is a New Communities Group webinar.
