Planning and climate change coalition The Planning & Climate Change Coalition, which has been brought together by Friends of the Earth and the TCPA, includes over 60 cross-sector organisations and individuals. The Coalition has worked hard to ensure that the planning system makes a full contribution to meeting the climate change challenge. As such, we have developed planning guidance and model policies on climate change for local authorities in England. The aim of the Coalition is to build a consensus amongst a wide range of stakeholders on the benefits of guidance on planning for climate change, working with local authorities, Local Enterprise Partnerships and communities. The Coalition has no core funding and no political or corporate affiliations. Manifesto The PCCC has launched a manifesto arguing that our current planning framework does not sufficiently prioritise adaptation measures. The manifesto additionally calls on the Government to take immediate and urgent action to address climate change, including issuing a Ministerial statement emphasising the priority for local authorities to consider climate change mitigation and adaptation in all planning decisions. Planning for climate change – guidance for local authorities is the first sector-led environmental planning guidance of its kind since the National Planning Policy Framework (NPPF) took effect in March 2012. The TCPA are currently working with the Royal Town Planning Institute to publish an updated practitioners’ guide to planning for climate change which will include planning guidance and model policies on climate change for local authorities in England. This is being supported by BRE, Floodline Developments and EPICURO, and will be launched in Spring 2018.
