SUMMARY:TCPA Spring Conference
DESCRIPTION:The Heart of the Matter: the critical role of long-term stewardship in placemaking \n\n\n\n\n\nThe issue of long-term stewardship in new and renewed communities\, at all scales\, is at the heart of creating successful places that will stand the test of time. Even the most beautifully designed places with high environmental build standards will fail if arrangements are not made for their management on behalf of the community\, in perpetuity.  A core foundation of the Garden City Principles referenced in the National Planning Policy Framework\, the issue of long-term stewardship continues to gain momentum in policy and practice; it is integral to Homes England’s ‘Garden Community Qualities’\, and stewardship requirements are embedded in the ‘lifespan’ aspect of the Government’s new model design code. \n\n\n\nThe TCPA’s Heart of the Matter project has drawn together emerging lessons from places tackling the stewardship challenge on large sites\, highlighting challenges and opportunities around the alignment of policy\, finance\, public participation and governance. In this fast-moving policy environment lessons continue to emerge as places deal with the issue on their sites. \n\n\n\nThis conference will provide a forum for practical learning and knowledge exchange on long-term stewardship in new and renewed communities. It will draw on the latest learning from long-established and recently created stewardship organisations\, with insight from places implementing new models at a range of scales\, and explore some of the latest tools and technical detail to assist those tackling the stewardship challenge today. \n\n\n\nDraft Agenda:\n\n\n\nSession 1: Why is Stewardship so important?10:00REGISTRATION AND NETWORKINGTea and coffee available11:00WELCOME AND INTRODUCTION FROM THE CHAIRMary Parsons\, TCPA Chair11:05GOVERNMENT POLICY ON STEWARDSHIPThe Rt Hon Stuart Andrew MP\, Minister for Housing (invited)11:20Q&A11:30THE HEART OF THE MATTER: THE CRITICAL ROLE OF LONG-TERM STEWARDSHIP IN PLACEMAKINGKaty Lock\, Director\, Communities & Project Delivery (FJ Osborn Fellow)\, TCPA11:45LEARNING FROM THE PAST\, INFORMING THE PRESENTPete Richmond\, Chief Executive\, Bournville Village Trust 12:00Q&A12:15LUNCH AND NETWORKING\n\n\n\nSession 2: Case Studies: Stewardship in action13:15PANEL DISCUSSION AND Q&ADavid Ames\, Executive Director – Stewardship and Development\, Letchworth Garden City Heritage FoundationVictoria Miles\, Chief Executive\, Northamptonshire Community Foundation (invited)Andrew Bibby\, Trustee/Secretary\, Calder Valley Community Land Trust 14:30TEA\, COFFEE AND NETWORKING\n\n\n\nSession 3: Making it happen15:00STEWARDSHIP – THE LEGAL CONSIDERATIONSChristine de Ferrars Green\, Partner\, Mills & Reeve LLP (invited)15:15FINANCIAL IMPLICATION OF DIFFERENT STEWARDSHIP MODELSTom Dobson\, Board Director\, Quod15:30Q&A15:55CONCLUSIONS FROM THE CHAIRMary Parsons\, TCPA Chair16:00CLOSE
