Tabled by Dan Carden MP and developed with the support of Ian Byrne MP, an Early Day Motion (EDM) has been put before Parliament welcoming the TCPA's Healthy Homes Act and calling on the government to adopt the Healthy Homes Principles.

The text of the EDM reads:

That this House welcomes the campaign by the Town & Country Planning Association (TCPA) for a Healthy Homes Act which would require all new homes and neighbourhoods to be of decent quality and outlaw those which undermine residents’ health and wellbeing; recognises that too many people suffer in poor quality, even dangerous, homes; resolves to stop building the slums of the future; and urges the Government to insert the TCPA's healthy homes principles into the Building Safety Bill or future planning reform legislation to ensure lasting change that would benefit people's health, reduce costs to the NHS and social care budget and simplify the regulatory landscape.

We are keen for the EDM to get as much cross-party support as possible, and we are asking our members and supporters to contact their MP urging them to sign on.

I am writing to you because I am concerned about the quality of new homes being built in England. My name is {YOUR NAME} and I am a constituent of {YOUR CONSTITUENCY}.  

We have known for more than a hundred years that where we live is a major determinant of our health and wellbeing, and the Covid-19 Pandemic and subsequent lockdowns have made this more apparent than ever Despite this, we build thousands of homes every year which undermine their residents’ health and wellbeing. I have been shocked to read reports from charities and in the news that describe homes without windows, in the middle of industrial estates, in old office blocks next to main roads, and so small that residents can hardly move. This is morally unacceptable and completely avoidable. 

The Town & Country Planning Association (TCPA) has, therefore, drafted a ‘Healthy Homes Bill which would require all new homes and neighbourhoods to support residents’ health and wellbeing, and effectively outlaw those which undermine it. 

I therefore urge you to sign EDM 1417, which calls for a Healthy Homes Act. This would ensure that government ‘builds back better’, as it promises, and guarantee that all new developments adhere to a set of basic ‘Healthy Homes’ principles. 

Please join me in urging the Government to insert the TCPA’s healthy homes principles into the Building Safety Bill or future planning reform legislation to ensure lasting change that would benefit people's health, reduce costs to the NHS and social care budget, and simplify the regulatory landscape.
