Celia joined the TCPA in September 2022 and since then has overseen the TCPA’s work on climate change and nature. As Interim Director of Operations and Impact, she oversees the delivery of all the TCPA’s projects and works with the Chief Executive to grow the impact and profile of the organisation.
Celia is a leading expert in planning and climate change. She is the lead author of the TCPA and RTPI’s authoritative guidance on Planning for the Climate Crisis, and she leads the TCPA’s collaboration with the Environment Agency on planning for flood risk and adaptation. For the TCPA, Celia has delivered high profile research, parliamentary events and policy advocacy on planning for flood risk, net zero and climate resilience, including research for the Climate Change Committee and Flood Re. Celia also coordinates the TCPA’s work on nature recovery and green and blue infrastructure.
Celia previously worked in strategic planning at the West of England Combined Authority, where she worked on policy areas including placemaking and design, health, green infrastructure and climate change. She also led the delivery of the West of England Placemaking Charter and public engagement on strategic planning projects.
Prior to becoming a town planner Celia worked in community development, supporting people in Bristol to shape the future of their communities.
Celia is a Chartered Town Planner has an MSc in Urban Planning from the University of the West of England.
