The TCPA is relaunching its updated suite of practical guidance for delivering new Garden Cities – large scale developments that align with the TCPA’s Garden City Principles

This practical Guide is for local authority officers and elected members considering whether to promote a new town, large-scale urban extension or other new Garden City, and seeking to understand how such projects can be delivered and financed. The aim is to support the delivery of ambitious places that align with Garden City Principles, using ‘Garden City’ as shorthand for a range of new community development types that share this ambition. 

The Guide explores the importance of scale; the role of development corporations and other local delivery vehicles; opportunities for private investment, joint ventures and public funding and finance including new institutions such as the National Housing Bank and National Wealth Fund; and lessons from four case studies as well as many other examples of good practice.  

It sets out principles for successful delivery, including the role of local plan policies and early intervention in land assembly, and shows how different funding and delivery arrangements can harness place-based investment to enable and de-risk development.  

This guide has been kindly supported by Hyas Associates, Atkins Realis and the Lady Margaret Patterson Osborn Trust. 

We will hear from local authority speakers exploring different delivery and financing models for their new communities, including joint public private ventures, direct delivery and master developers. It will provide essential learning to officers and members of how to best structure delivery in the current market.
